100 Victoria Street Encampment to be Cleared by April 1st
Regional councillors approved amendments to a bylaw that would see a Kitchener encampment cleared on April 1.
The revised by-law:
- defers the possession date to April 1, 2026, to recognize the added time needed to resolve the proceedings before the Superior Court of Justice;
- removes the offence provision for the By-law recognizing that it is the Region’s objective to obtain vacant possession and not to penalize the marginalised persons on the property; and
- codifies a transition process to provide greater assurance that the Region will work to provide alternative accommodation.
Preparations continue for the court dates in February 2026, which were adjourned from November to facilitate mediation.
The Region’s property at 100 Victoria Street North is required to advance the Kitchener Central Transit Hub (KCTH), which has been in the planning stages since 2013. The transit hub will redefine how people connect with, commute to, and experience Waterloo Region.
The Region's goal remains to support people currently living at the 100 Victoria site to find alternate housing options. Region staff and partners continue to support individuals at the 100 Victoria Street site. This includes working with them on their Individual Housing Plans, connecting them to services and coordinating the cleaning and maintenance of the site.
As of January 8, 2026, one of the original individuals (individuals who were residing at the site as of April 16, 2025) continues to reside at the site, and 25 have been supported by the Region to alternative accommodations.
